The Housing Choice Voucher Program (also known as Section 8) is a federal housing program funded through the Department of Housing and Urban Development. The HRA has operated HUD’s program since 1979. This program provides affordable rent to eligible applicants who rent units in the private sector.

The program is open to low-income individuals without regard to race, color, religion, national origin, gender or status regarding public assistance. Rent is based on 30% of the household’s adjusted gross income. Program participants select a privately owned house, apartment, duplex or mobile home where the property owner is willing to accept voucher-assisted tenants. All assisted rental units must pass an inspection to ensure that subsidized housing is decent, safe, sanitary, and meets federally established Housing Quality Standards. The HRA administers this program to citizens residing in Dodge, Fillmore, Goodhue (excluding the City of Red Wing), Houston, Wabasha, and Winona Counties.

The Housing Choice Voucher Program (Section 8) waiting list will be closing October 1, 2022.

Applications received prior to October 1, 2022 will be placed on the waiting list in the order in which they were received.

New applicants are offered assistance when current voucher holders leave the program. Applicants are contacted based on their position on the waiting list. When your name reaches the top of the waiting list and vouchers are available, you will be mailed a letter to the email or mailing address on file. You will have a reasonable amount of time to respond; however, there is a deadline.

You must keep the Housing Authority informed of any changes to your mailing address. If the Housing Authority attempts to contact you and your mail is returned undeliverable or you do not respond by the deadline, you will be removed from the waiting list.

How long will the waiting list be closed?

We do not know how long the waiting list will be closed. The length of the closure will depend on the rate at which current participants leave the program and the rate at which the current waiting list is reduced through filling vacancies.

How will I know when the waiting list re-opens?

Re-opening of the waiting list will be announced on our website.

What if I am already on the waiting list?

If you were on the Section 8 Rental Assistance waiting list before October 1, 2022, you will not be impacted by this closure. Applications will continue to be processed based on their position on the waiting list.

In order to become a Section 8 landlord, one must first have the necessary inspections by their Housing Authority and has been approved to rent to a Section 8 tenant. The Section 8 program produces renters in every state that need available apartments. The Section 8 Housing Choice Voucher program is a government subsidized housing assistance program for a low income family or individual. The tenant will pay about 30% of their monthly income for rent. Section 8 will pay for (subsidize) the rest.

Landlords must have their property inspected by a division of the Section 8 office in order to rent to a Section 8 tenant and accept the Section 8 housing voucher. The landlord will prepare their own lease, but it will be no less than for one year.

By urging section 8 landlords nationwide to participate in government rental assistance programs, and educating them about subsidized housing, the gap between a low income tenant and an independent landlord is being reduced. You can apply for Section 8 by completing a Section 8 application form when those applications are being accepted by your local Housing Authority. Beginning June 20, 2022, and until further notice, the St. Paul Public Housing Agency (PHA) will stop accepting applications for its Low Income Public Housing program.  The PHA will not accept applications for any unit size received after 11:59 PM on June 19, 2022.   

All applications received prior to June 20th will be processed according to the PHA’s approved policies.  The policies include admission preferences for those who live, work or attend school in the City of St. Paul, or who have been accepted for work or school in St. Paul; and for veterans, members of the armed services and their dependents.
