How to get boss cells in dead cells

So, yesterday I beat the Hand for the first time and I'd say I had an okayish time with the game.
I tried to beat him again today (on 0 cells) and it was the biggest snoozefest in gaming history. I had 8/8/13 and a VI-L quick bow and it took me nearly 10 minutes and easily 500 shots to kill him.
Obviously I don't get the game and there are many contradictory statements on the internet which don't help.

I read that there is some scaling to the enemies ecerytime you pick up a scroll. So if I run into an enemy with 7/7/15 it will hit me for 30%, but at 7/7/35 it would oneshot me. This alone confuses me to no end and I think only a few handful who bought this game know it.
How much is this scaling? I guess it lies around 8% dmg and hp/per scroll?
Also is the enemy scaling affected by the stats on ++/S weapons or solely by the scrolls you pick up?

Next question: What effect does the boss stem cell have on the Legendary Forge? Theres something written about upgrading stuff to ++ at 1 cell, but I could already put cells into the ++ before I beat the HotK. On the wiki it says it upgrades the level of the Foundry to ++ and at 3 cells it upgrades the Foundry to S. That seems to be the same but I can't for the life of me figure out what that's supposed to mean. I don't even know what a Foundry is supposed to be.

Not really sure on the answer to your first question, but to answer your second :

The more boss stem cells you have active, the higher you can upgrade the weapons in the forge. After a boss fight, you can either put cells into a percentage drop ( Say, 50% chance of a ++ item appearing ) or you can reforge the modifiers on a weapon or skill to ++ or even S. I've found it's best to just farm cells, and put them into a better drop rate, that way you have a better chance of starting a game with a + or ++ item, depending on how many boss stem cells you have active. With 4 boss cells, you can have S items actually drop.

Going to a ++ or S item will also give another 1 or 2 scrolls, depending on the colour of the weapon.

Example, upgrading a purple turret from a + to a ++ will give you one more Tactic.

Boss stem cells alter the difficulty of the game, as well as dropping rarer items ( ++ and S ) No ++ items will drop on a no cell run, so you won't really see the benefits until you add 1 or more boss stem cells in a new game.

Once you add 2 boss cells, you also get twice as many cells from enemies, but you can't always refill healing flasks.

At 4cells, you can't refill your health flasks at all, plus food items you find are infected. Once your infection gets too high, you slowly die. Getting hit my enemies also raises your infection.

So basically, boss stem cells are difficulty modifiers.

The Foundry is the are where you can upgrade your items, where The Collector is.

Update:
What was said in this topic is definitely false. I just dropped a ++ weapon on a 0 cell run and could then proceed to upgrade it to S. No stem cell active.
I'm beginning to think that this is something left in from Early Access which wasn't properly removed when they launched.
Such a halfbaked game in some ways, weird

Even S can drop in 0 BC, you just can't get S weapons from the start

Why am I not getting boss cells in Dead Cells?

You probably equipped an aspect, it prevents unlocking boss cells. Just don't take one. You start each run without any aspect. You _can_ go to the aspect vendor in the lower-left room of the starting area, but it's optional.
