Ark's server browser can be rather finniky at times. Try looking for it in the Steam server browser instead. At the top of Steam, click View > Servers, change the filter at the bottom to Ark, and check the friends tab or search for it by name. If it appears there you should be able to right click it and join right from that list.

As Hermit said, use the Steam server browser. Except go the favorites tab and select ADD A SERVER, put in server ip address and hit "Look for games at this address". Select the proper server that pops up and hit join..

also if it is password protected look for locked servers

The above comments is exactly the way to go. Additionally, when you add it to Favorites using the above method it will also show up in-game using the Favorites filter. If you can't see it using the Steam browser, then it's likely your friend has issues with port forwarding / firewalls on their end.

CONNECTING THROUGH STEAM

You can join your ARK server in-game through the following steps:

1. In the Steam client under View > Servers, click the Favorites tab.
2. Add your server by clicking Add A Server, then entering your Server Address into the popup box and clicking Add This Address To Favorites.
3. Open the game ARK and click Join ARK.
4. In the bottom left corner under the filter options, change the Session Filter to Favorites.
5. Press refresh, and then you should see your server and be able to join.

CONNECTING THROUGH EPIC GAMES LAUNCHER

When connecting to your ARK Server through Epic Games Launcher, there are some slightly different instructions you will need to follow:

1. Open ARK and select the HOST / LOCAL option in the menu.
2. Click Play Single Player - there is no need to edit settings or change the map as this doesn't affect you connecting to the server.
3. When loaded in, press TAB to open the game's Console.
4. In the Console, type open (server ip):7777. This will then begin connecting you to your server. Note that your ARK server may be running on port 27015 as this is the port required by Steam, but for Epic Games, you will need to use port 7777, to allow for direct connection to your server.

At this stage, there isn't a way to connect from the server list from Epic Games' version, but this may come in a future update when they allow mods to be used on the client.
