Why cant I get Level 30 Enchantments?

Q: How many leather do you need for a level 30 enchantment?

Its going to take 22.5 logs, 135 sugar cane, and 45 leather.

I had a question... on a new server, the climb to lvl 30 wasn't too bad, and I enchanted my first Diamond Pickaxe with a lvl 30 Enchant without issue. However, upon reacquiring 30 levels to attempt to enchant another item, I've yet to be able to have the Enchanting table offer any Enchants above level 15!

I've gotten up to level 39, and still no enchants above lvl 15, and after reading around, I tried to use a few, single levels to enchanter lower end items and reset the "offered enchants" list, and the new lists suffer the same problem... the highest enchants offered range between 12-15 max.

Anyone know what I'm doing wrong? Thanks so much!

Okay, so, I'm on a vanilla server hosted by Aternos, and as I'm trying to level 30 enchant, I have 20 bookshelves, and I even tried surrounding the table with bookshelves, but it won't go past level 24. Any ideas?

Some of your bookshelves are either blocked OR they are placed out of range, either way they aren't counting towards enchanting table power.
The area you have to work with is a 5x5 2-block-tall square, where the bookshelves (only need 15 for enchanting purposes, anything more is just for decoration) must be on the outer ring of blocks, the enchanting table must be in the center, and there must not be any other blocks placed in the middle 8 blocks directly adjacent to the enchanting table...not even torches, carpets, or even string.

The bug

You can not upgrade the level of the enchanting table when you place it in the ocean (surrounded by water) even with the bookshelves surrounding it. Nothing is blocking the enchanting table from upgrading, only the water (flowing water is probably included).

How to reproduce

Place the enchanting table in the water (it will show air, but that's in MC-125351)
Place the bookshelves as you would to create a max level enchanting table (15 is what you need, build it like the picture is shown)
Go click the enchanting table and put a non-enchanted item in the slot (like a diamond sword)

The enchanting table doesn't upgrade levels in the water, will not be level 30 in the last row

Why can't I get level 30 enchants?

Enhancing the enchantment table with bookshelves. You can make the enchantment table more powerful using bookshelves. Surrounding the table with bookshelves will give you access to higher enchantment levels, up to maximum level of 30. To reach level 30, you'll need 15 bookshelves total.

How do you get level 30 enchantments?

When a bookshelf is placed next to an enchanting table (with one block of air in between) it increases the maximum enchantment level. There must be 15 bookshelves around the enchanting table in order to obtain the maximum enchantment level of 30.

How do you get level 30 enchants with 15 bookshelves?

As mentioned before, you will need to place all the 15 Bookshelves around the Enchantment table to perform Level 30 Enchantments. Once again, use the below image for your reference. Place six bookshelves to both right and left-hand sides of the Enchantment table while placing the remaining three in front of the table.
