What we did for both kids was to borrow cones (we just asked around & eventually found friends who had them). We just picked a nearby empty parking lot & set up there.

The first time, I spent a lot of time with a measuring tape - getting it squared up right. We brought some paint with us, and dropped a little bit down the center of each cone, so that it marked the pavement. That made setting up quick and easy for the next times. We also got bamboo stakes from the garden store, to make the cones easier to see.
