Merchant sell them later in the game, they are chance drops form bookshelves, etc. Youll find them, just look.
Traders sometimes sell specific blank skill books. atleast i have found warfare and necro black skill books there!

I've gotten 2 that i remember from looting containers, they seemed to be random (reloads didn't have one, but I saved before hand just inc ase that happened). Vendors going into act 2, they seemed to have some. at least one of them did, I don't recall which now. But he was on the boat and had one for every skill tree. I stole the frakkers off him obviously. it wa seasys ince ont he boat I could respec everybody to be master thief and share the thievery boosting gear to clean the sombech out. And then spec them back to normal afterward. after reading the post above mine, i realize i am an idgit and assumed op meant the blank books. Which are what I was tlaking about.

I've been having a ♥♥♥♥ of a time finding non-high tier blank skill books, can't make/find a second Blood Rain for the life of me, been trying since A1. Now that I'm in A4: they never drop/vendor anywhere.

Nvm. Blank skill books don't craft those combo books. It's just any book from the school.
For future playthroughs, I found a skill book for each element on Exter, while on board Lady Vengance. That is as early as I've seen them. After you have landed, he disappears and the traders don't seem to sell them in the town you end up in (after escaping Fort Joy Island), so if you are pre-planning your game, he may be useful.
There's a "Fire" blank skill book in the Realm of Orobas, next to the dead dwarf, from the gargoyle's maze. Just teleport someone down there.
You can make a random blank spell by combining paper and pixie dust. That gives you blank scrolls. Then use an enchanted quill and pen to make a random scroll. Or apparently you can combine the empty scrolls to make a skill book. But I haven't found the way to write in the empty skill books.
