  1. You need to find/enter and retrieve key fragments at :
    1 - Four Pillars Camp Ruins
    2 - The Colossus of Orlais
    3 - The Tomb in the Canyon
    4 - The Mountain Fortress Tomb
    5 - Follow the treasure map to the tomb ... once you get the 5 key fragments and map, go to the tomb of fairer. In between you and the tomb, there is The Sandy Howler Dragon. Nevertheless, you can sneak pass the dragon directly to the tomb to retrieve the treasure because the dragon is sleeping.
    If you want to engage the dragon, then make sure that you are at level 21 at least and bring 2 mages with cold damage staff and another warrior, either Blackwall or Cassandra.
    The dragon regenerate its own guard several times and call its dragonlings for help. This dragon uses fire breath so be prepare to get warm.
    The tomb of fairel quest works together with Sand and Ruin quest, so you can do both at the same time. If you follow what the game is telling you to do, you should not have any problem.
    One thing I would like to point out is that when you enter those tombs, you need to solve the puzzle in each one of them, which require to read and light up the pillars in the right order, otherwise, you will be attacked by demons, which is not bad because you will increase your level very quick so you are more prepare to face the dragon. I did that on purpose to level up so when I faced the Sandy Howler, it was not that difficult to kill.

As a follow up it may be that after hitting all the enemies one thinks one needs to, early in the game, one didn't twig the need to check out the local tomb; especially if one is pursuing a different goal at the time. So looking back at the enemy camp finds one has taken all there already. Worth re-reading & realising the instruction was to find the first tomb rather than the needed key part.

    As for lighting the veilfire braziers/torches read the engravings first. They give a clue to the order to light them. Of course you don't get much for avoiding a scrap.

  3. They have to be in right order so if you get enemies its wrong.
    Theres 5 tombs fairel tomb is last & you need a key from the other 4 first.

I skirted the edge of it once. If the wildlife isn't venomous, it's filled with fangs. The days bake, the nights freeze, and the only other souls you meet have even worse reasons for being there than you do. I haven't even mentioned that dragons like to nest in the rocks. (Ask Alphonse how he got the scar on his arm. He'll tell you.)

Leave that desert to the treasure hunters, my dear. Our empire is full of ruins. Let us find one in a more hospitable climate, such as Montsimmard in the spring.

The Inquisitor must find five tombs which will each hold a key fragment. The key fragments, once all are collected, will unlock the door of the tomb of Paragon Fairel.

How do you open the tomb in Hissing Wastes?

Sand and Ruin is automatically triggered after arriving at Skyhold the first time. It's advanced by running a mission from the war table. The mission will cost 20 power, and will unlock the Hissing Wastes.

The Sandy Howler is a powerful dragon located in The Hissing Wastes. This dragon has an affinity for fire, and is located in the far east side of the map towards the middle path. It is one of the stronger dragons in this game, so make sure your party is high level, fully equipped, and stocked with potions.

How do I get to Hissing Wastes dragon?

It can be found in the east area of the Hissing Wastes near the Tomb of Fairel. The closest camp is the Sand Crags Camp. Head directly east from the camp in a straight line until you reach the tomb; the dragon can be seen sitting at the bottom.
