In the City of the Dead, the sky has so much smog, people usually can't see a blue sky. It is also dangerous and poor, as there are many Opes, drugs, and the Six, six mafia families in the City of the Dead. Hawk states that they ran the city and not in a kind way. There are few trees in the City of the Dead, and people and cars are often dirty. Many people have guns.
