Can you turn left on red Hawaii?

I see a lot of people turning left while the light is red. These are always onto one way roads. I know this is allowed on some parts of the mainland but I can't find any information about the behavior in Honolulu. I've dug through two online guides and the Honolulu Traffic Code and haven't been able to find any information about the maneuver.

Question: Is it legal to make a left turn at a red light if you are on a one way street turning onto another one way street?

Answer: Unless there is a sign posted prohibiting it, the driver of a vehicle on a one-way street which intersects another one-way street on which traffic moves to the left, can turn left while the light is red.

The driver must first come to a complete stop at the stop line prior to the intersection when the light is red.  If there is no stop line, the driver must come to a complete stop prior to entering the intersection.

Before turning left, the driver shall yield the right-of-way to pedestrians and oncoming vehicles.

A judge also has the option of requiring anyone convicted of a traffic violation to complete a driver retraining course.

Under certain circumstances, a red light or stop sign violation might also lead to a reckless driving conviction. And if one of these offense results in the death of another person, vehicular homicide charges are a possibility.
