So, once your a titan shifter, any part of the body regenerates after a while if it is cut off, and we saw that when Armin inherited the colossal titan his hair grew back, so like, technically if your a titan shifter and you try to cut your hair it will just grow back very quickly, therefore Eren has long hair in s4 because he just couldn’t be bothered to keep cutting it.
(dumb theory, I know)
He must shave every day, and that beard he sports at the beginning of S4 is his five-o'clock shadow.
He looks good in long hair though -thumbs up-

That's not really how it works, also Eren just didn't want to cut it anymore. Or maybe he didn't have the resources since he was in "you know".
I'm not sure I can say it even tho, it's not that big of a spoiler and I'm not explain why he was there in the first place, but...
I've come back to say, that's not the reason Eren's hair is long at all. It's long, because he stopped cutting it and like a normal human's, it grew. The reason I know this is because of Armin, Zeke, and Porco all have cut their hair.
Porco, because his hair is a bit smaller than when he was a child

My initial question was after 4 months together in a remote location, which of them was doing the trimming? It’s a super cute look, even if it’s a little rough and amateur looking.
I also felt like Isayama was struggling to give Eren in a more mature post time skip look while keeping his hair short. He seemed to really thicken up his neck and broaden his shoulders to try give the impression of a more manly body with his childhood hair.
Whatever Isayama was going for though, it was adorable.
