A bit of background, my wife and I are driving up to Toronto from America soon and we’re excited to check out all the stores and go nuts, but we’re also puzzled on where to smoke at. I figure we could just smoke in our car with keys out, but we want to know if there’s any lounges or outdoor bars where you can smoke at will. Any good parks to go to?

Canada has essentially a zero tolerance policy for cannabis consumption and operating vehicles.
You’re considered dangerously impaired with nanograms of THC in your blood.
That being said, just don’t be stupid in the first place and don’t smoke and drive. Canadian cannabis smoking is subject to the same laws as cigarettes so you can just smoke outside at least 9m 354 inches away from ANY windows, doors, or other openings in a building.

Like I said I wouldn’t smoke and drive and take my keys out of the car. I didn’t know if there were any establishments that allowed you to smoke at or cool places instead of on the street.

You can go to the Harbour front and walk along the boardwalk there.

You can just walk down the street and smoke, its fine. Any public place thats not a park or close to building entrances or schools is fine.
Basically, if someone can smoke a cigarette there, youre good. 🤙

This might sound stupid but I genuinely don’t know what to expect, but is it weird in any way smoking in public?
Pretty much anywhere is acceptable in Toronto. It's really just one of the smells native to Toronto streets. My favorites, however, are Sugar Beach, High Park, anywhere along the Martin Goodman Trail, condo rooftops or balconies, etc.
You cannot smoke in any park that has playground equipment (you must be a certain distance away), or in proximity to schools, daycares, playgrounds etc.
Public buildings have restrictions on smoking within 15 meters of any entrance or exit.
Otherwise, you can smoke in any outdoor area.
Keep in mind the impairment laws. I wouldn’t risk smoking while standing around your vehicle, as that may garner unwanted attention.

There also used to be a monthly r/toronto trees meetup at one of them, though I'm not sure if that's still going on as I haven't been to one in ages.

Definitely, it's a very different feel to Coffeeshops if you've ever been to the Netherlands. There's a park nearby that's an easy place to pick up if you don't have any contacts there (Bellevue Square I think). It's in Kensington Market. between Chinatown and the University district.

I was there on 4/20 in 2013 and there was a bunch of different places to go you could smoke and rent pieces and they had you know stoner food and Tim Horton donuts.
