interesting, so why does it say you can use cut and flash after you beat them gym leaders when really you can't use either till much later?
I'm the best at what I do.

It just means that you are able to use them, if you've taught them to your Pokemon at that point. (Say you trade a Pokemon with flash or cut from a friend).
HM01 (Japanese: ひでんマシン01 Secret Machine 01) is an HM introduced in Generation I. It teaches a compatible Pokémon a move that can also be used in the field; but using an HM in the field requires that the player have a certain Badge (except in Generation V). HM01 has always been Cut. For compatibility, refer to the move's page. HMs can used to teach moves without limit.
In the core games

Generation II
Generation III
Generation IV
Generation V
No Badge is required to use HM moves in the field in Generation V.
Generation VI
In spin-off games
Pokémon Mystery Dungeon series
HMs in the Mystery Dungeon series are named only by the move they teach. For example, Cut is the item that teaches the move Cut. Most HMs, however, correspond to an HM in the core series' contemporaneous games.
HMs in Pokémon Mystery Dungeon games prior to Pokémon Super Mystery Dungeon can be used any number of times. In Pokémon Super Mystery Dungeon, "HMs" are treated like TMs and only usable once. However, if an "HM" is dropped on the ground, it has a different color than a TM.
In the anime
Pokémon Origins
HM01 (Cut) appeared in File 2: Cubone. Much like in Pokémon Red and Blue, it was given to Red by the captain of the S.S. Anne after helping him recover from his seasickness.
In the manga
Pokémon Adventures
Red, Green & Blue chapter
In What a Dragonite, Red was revealed to have already obtained HM01 (Cut) for his Ivysaur.
Pokémon Zensho
In Vermilion City, after defeating Lt. Surge, Satoshi received the HM for Cut from the captain of the S.S. Anne, whom he had met earlier.
Cut (Japanese: いあいぎり Iai Cut) is a damage-dealing Normal-type move introduced in Generation I. It is HM01 in Generations I through VI, and TM93 in Pokémon Brilliant Diamond and Shining Pearl.
Effect
In battle
Cut inflicts damage and has no secondary effect.
Outside of battle
In certain games, Cut requires a specific badge to use outside of battle; the Cascade BadgeRBYFRLG, Hive BadgeGSCHGSS, Stone BadgeRSEORAS, Forest BadgeDPPtBDSP, or Bug BadgeXY.
Generation I
Cut can be used from the party screen to remove cuttable plants, which are obstacles that block the player's way.
In Generations I and II, Cut can also be used to remove a 2×2 tall grass tile patch (4 tiles per patch) in front of the player.
Once the player leaves the current area and comes back, or saves and restarts the game, any cut trees or grass are restored.
Generation II
If the player has a Pokémon with Cut and the required badge, it is now possible to cut plants simply by pressing A to interact with them, which opens up a dialog box asking if the plant should be cut. (cutting tall grass is still only available from the party screen)
In this generation, when Cut is used on a 2×2 patch of long grass (tall grass that is longer than usual, currently found only in the National Park), it becomes the regular variety of tall grass. Therefore, the player can use Cut twice on a 2×2 patch of long grass to remove it completely.
Generation III
In this generation, Cut can be used to remove tall grass from the player's current tile and all the adjacent tiles at once, up to 9 tiles in a 3×3 arrangement.
In Pokémon Emerald, Pokémon with Hyper Cutter cut a larger amount of tall grass at once, up to 25 tiles in a 5×5 arrangement.
Cut now completely removes long grass (now found in the Routes 119 and 120, and the Faraway Island) with a single use.
In Pokémon FireRed and LeafGreen, there is a sealed cave in Ruin Valley with the word "CUT" written in braille. The player may open it by using Cut on the entrance, which grants access to Dotted Hole.
In Pokémon Emerald, if the player uses Cut to remove all the long grass on Faraway Island before battling the Mew that is hiding in the grass, Mew will disappear without a battle.
Cut can be used as the second move of a Pokémon Contest combination, with the user gaining 2 bonus appeal points if Swords Dance was used in the previous turn.
Generations IV to VI
Cut no longer removes tall grass.
Generation VII
Cut is no longer usable outside of battle. Cuttable plants do not appear in Pokémon Sun, Moon, Ultra Sun or Ultra Moon. In Pokémon: Let's Go, Pikachu! and Let's Go, Eevee!, small trees can be cut down with the Secret Technique Chop Down instead.
Generation VIII
In Pokémon Sword and Shield, Cut cannot be used outside of battle, and cuttable plants do not appear. In Pokémon Brilliant Diamond and Shining Pearl, they return, and the move functions as it did in Generations IV to VI, aside from being accessed through the Pokétch rather than being taught to a Pokémon.
Generation IX onwards
Cut is no longer usable outside of battle.
