I just beat him and I personally think it was pretty difficult. I think was level 65? But I still understand what you mean as I had 37 vig and 40str.
Honestly the trick for me was to use the summons, then pop in and out to swing on him while he's distracted because you do more damage then the summons. Also keep your steed for as long as you can as it helps a ton to run away from him and dodge his attacks, well at least that is what worked for me.

is one attack where he becomes a meteor and that will definitely one-shot you but what I found worked was to stare at him and run perpendicular to him and when he is close dodge, but it's still really tough.
Don't feel bad I personally think this fights mechanics sucked in comparison to other bosses and a lot of other people agree. It really punishes melee builds.
