I'm prepping (as much as the game will let me, at least) for ayaka and the artifacts have been a brick wall lately so I'm just settling with the set I've got ready for now and turning my eye to making sure I can support boosting her when she comes.
first and foremost I need to make sure I've got the dosh. how much mora do I need to cap these?
-level to 90 (side note but you need 400-some xp books for this right?)
-all 3 talents to level 10, I have 3 crowns saved

I've got in the realm of 4.5 million right now or something, and will grab the battle pass once I hit level 50 on it. I don't need to prep a weapon because I've been getting refines for the BP sword which is already at level 90. though if I stumble on to something better I would need to level that too.
there anything else I'm missing? I have a set of relatively okay +20 artifacts already that will be sufficient until I get back to farming more, and I know I'll need new inazuma ascension mats and talent books so I can't get those yet. I need to make sure I have my stash all set before I go and try to get traveler up to snuff for electro version and whatnot.

Not only the level itself, but the Weapon(5*), and Talents (3 Level 10s), and Artifacts (5*). And should I start farming Mora's now?

Ascension total cost: 420,000

1,673,400 + 420,000 + 1,652,500 x 3 = 7,050,900
Just a quick FYI if you don't already know, there's no difference in the amount of exp, mora or mats to max out a character regardless of 4-star or 5-star. It only makes a difference for the artifacts and weapons.

Material cost for upgrades in Genshin Impact
In a video posted by Food then Games, you can see the exact charts and figures of materials needed to upgrade characters and weapons to their maximum level.
Character upgrades
Looking at the chart above clearly tells us one thing, upgrades require an absurd amount of Mora. Meanwhile, the process of upgrading a character is divided into two sections, talents and character levels.
You can upgrade the character levels that will boost up their stats, and you can upgrade their talents, which will boost their damage output and spells.
Each of these things requires an assembly of items that you would need to collect from the beginning. This is exactly why veterans of the game advise new players to be cautious with their resources.
You would need to invest nearly 5 million Mora on one character, along with the cost of each upgrade requires rare additional items. Hero’s Wit and other items that are more commonly known as greens or blues depicting the rarity of the item. Green items are common while purple are rare ones.
Weapon upgrades

Jumping to the weapons side of things, upgrading them up to level 90 is also possible. Only a few low tier weapons are worth holding on to, while the 4-star and 5-star weapons should be the goal for every player. Most 3-star weapons are just fodder, so keep that in mind before committing resources to such weapons.
Now upgrading a 4 and 5-star weapon will require you to spend around 750K Mora and 1.31 million Mora, respectively. That’s a big number, and it only makes Mora even more valuable than it already was before.
Mystic ores can only be gained through events, in treasure chests, or forged. Maxing out a respective 4-star or 5-star weapon would require 606 and 907 mystic ores, respectively.
